August 7, Fineko/abc.az. According to data from the Statistical Office of the European Union (Eurostat), total government budget allocations for research and development (R&D) across EU countries reached €130.2 billion in 2025.

This allocation represents a 2.4% increase compared to the previous year, accounting for 0.69% of the EU's total GDP. Over the past decade, public R&D spending in the EU has surged by 60.5%, up from €81.1 billion in 2015.

On average, €289 per person was directed toward R&D across the EU in 2025. Luxembourg topped the list with €917 per capita, followed by Denmark (€627) and Germany (€553.5). The lowest per capita allocations were recorded in Romania (€18.8), Hungary (€57.4), and Malta (€73.7). University funds absorbed the largest share of the 2025 R&D budget at 37.3%.
